Jenifer Fields

 

Prior to co-founding ACRI, Jenifer Fields served 3 years as the Environmental Protection Agency Region 3  Chief of Staff, working collaboratively with federal environmental programs and state environmental agencies to find pragmatic solutions to environmental issues. She regularly coordinated between brownfields, air, water, superfund, and communities programs on cross-programmatic issues, as well as worked with business and industry to resolve issues of permitting and compliance.  In addition to external programs, she was responsible for making improvements to internal processes including communications, delegations, timely decisions, and protocols. In 2022, Ms. Fields participated on the transition team for Gov. Shapiro.

 

Before working at EPA, Ms. Fields was the Clean Water Program Manager for the Southeast Regional Office of the Department of Environmental Protection (DEP), responsible for all aspects of municipal stormwater, sewage and industrial wastewater planning, permitting, compliance and enforcement. In addition, she coordinated with air, wetlands, brownfields, hazardous sites, and drinking water programs for effective multimedia project outcomes. She was relied on for input during review and development of state-wide draft rules, regulations, policies, procedures and guidance. A fundamental aspect of this position was engagement with legislators, news media, municipal and industrial officials, consultants, facility operators, residents, EPA, Delaware River Basin Commission, and county agencies regarding planning, permitting, grants, and operations. 

 

Ms. Fields testified before the PA Environmental Hearing Board on matters related to NPDES permits and TMDLs as well as prepared expert reports and provided expert testimony. She negotiated dozens of settlements through Consent Orders and Decrees on behalf of DEP with responsible parties, EPA and the U.S. Department of Justice. During her 25 years with DEP, she has been both a permit engineer and the permit section chief.

 

After graduating from the University of Delaware with a Bachelor of Science in Civil Engineering, Mrs. Fields served 11 years in the U.S. Army, in both active and reserve units, overlapping her time with DEP. She is a licensed engineer in Pennsylvania.  

Cosmo Servidio

 

Mr. Servidio is a highly experienced executive with demonstrated abilities in leading diverse teams of professionals in a variety of organizations and fast-paced environments; strong professional and technical skills with an impressive track record in strategic planning, business development, and project management. An effective manager, leader and facilitator with extensive governmental, corporate/business and political experience, he has a proven ability to develop, communicate and implement solutions in a multitude of situations.

Mr. Servidio served as the Regional Administrator for the Environmental Protection Agency Region 3. His  responsibilities include leading the environmental protection efforts for the five Mid-Atlantic states: Delaware, Maryland, Pennsylvania, Virginia, West Virginia and the District of Columbia, and the 7 federally recognized tribes.

In addition to his work at EPA, Mr. Servidio also served as the Regional Director for the  Pennsylvania Department of Environmental Protection for the Southeastern Region, where he oversaw the Department’s programs to improve air quality, waste management, radiation protection, remediation, conservation, safe drinking water, dam safety, and clean water programs. 

​

Earlier in his career, he served as the chief of staff for EPA Region 2, managing daily operations of the region, and providing guidance to other agency leadership, program managers and staff involved in complex environmental issues. 

​

Mr. Servidio also held senior positions with the New Jersey Meadowlands Commission and the Port Authority of New York and New Jersey, assisting in the management and oversight of the transportation infrastructure critical to the region’s trade and transportation network. He also served as an executive in a global insurance brokerage company and as a partner in a government affairs firm.

​

Mr. Servidio is a graduate of Wheeling Jesuit University with a bachelor of arts in history.
